April 2009 Monthly Report

04/17/09: Deputy Dennis Perry has transferred from Court Security to Dispatch.

04/18/09: Sgt Mary Zadalis received the Deputy of the Year Award from American legion Post 8 in Cherryfield.

04/30/09: The Civil Division handled 182 papers of civil process.

04/30/09: Average inmate count for the month of April, 36.

04/30/09: 20 Protection Orders were served in month of April.

The Sheriff’s Patrol handled 335 Calls for Service from April 1, 2009 through May 1, 2009.

The Calls for Service are broken out into incident type in the attached Call Type PDF file.

The Sheriff’s Office conducted (5) five Sex Offender Registrations (SOR) in the month of April, 2009.

The Sheriffs Office Patrol Division applied for and received (3) three very important Traffic Safety Grants from the State of Maine, Department of Public Safety, Bureau of Highway Safety.

The first of the grants is a Operating Under the Influence (OUI), High Visibility (HV) grant for enforcement throughout the spring and summer of this year for all of Washington County. All money provided for this grant is for extra OUI, HV enforcement in overtime.

The second grant is for traffic safety, SPEED enforcement throughout the summer months in all of Washington County. All money for this grant is also for extra SPEED enforcement in overtime.

The third grant is for traffic safety, Seat Belt (SB) enforcement. All money for this grant is also for extra patrol county wide for SB enforcement in overtime.

The Sheriffs Office Patrol also applied for and received (2) very important equipment grants from the State of Maine, Department of Public Safety, Bureau of Highway Safety.

The first of these grants is (6) six new Panasonic, CF-30, Toughbook computer for instillation in the Sheriffs Patrol Vehicles for traffic safety enforcement and CRASH reporting.

The second of the equipment grant is for (4) four new Radar units for SPEED enforcement.

The Sheriffs Patrol Division is preparing for and looking forward to a very productive summer providing a safe and secure environment for all who live and visit Washington County, Maine.

March 2009 Monthly report

The Sheriff’s Patrol handled 343 Calls for Service from March 1, 2009 through April 1, 2009.

The Calls for Service are broken out into incident type in the attached Call Type PDF file.

The Sheriff’s Office conducted (9) nine Sex Offender Registrations (SOR) in the month of March, 2009.

A School Violence Seminar sponsored by the Washington County, Emergency Management Agency was conducted at the University of Maine, Machias on March 25, 2009 with a very large turnout of area local services providers. I have received many comments from local school staff on the quality of the presentation.

Civil Process Division handled 184 papers of civil process.

27 Protection Orders were handled by the Sheriff’s Office and Maine State Police.

It is with much regret and sadness that I report the passing of Retired Lieutenant Barton (Barney) Armstrong.

Lt. Armstrong served the Washington County Sheriff’s Office for twenty five (25) years serving five (5) sheriffs.

He served in every capacity at the Washington County sheriff’s office, including correction, patrol, dispatch, court security and as Chief Deputy under Sheriff Reid Moholland.

I trained under Barney when I started with the sheriff’s office in 1979.

Lt. Armstrong served the citizens of this county with pride and dignity. Asking only to wear the badge with honor and giving all he had to the people of this county that he loved so much.

Barney will be surly missed.

February Monthly Report 2-8-09

02/05/09: John Preston from Edmunds and Shawn Donahue from Bailleyville were hired as full time patrol deputies.

John will be paroling the Eastern Sector and Shawn will be assigned to Northern Sector.

I am pleased this will finally give us two officers in the northern end of the county.

02/12/09: The Washington County Sheriff’s Office along with the Maine State Police conducted a joint operation for non compliant Sex Offender and outstanding arrest warrants.

Sixteen subjects were arrested for various violations.

02/28/09: The Civil division handled 182 papers of civil process.

02/28/09: 23 Protection Orders were served.

02/28/09: Average inmate count for the month of February was 45.

01/11/08: Deputy Dennis Perry and K-9 Ava have retired from the K-9 Team.

I want to thank Deputy Perry and K-9 Ava for their work in the fight

against illegal drugs. Good luck to Ava in her retirement years.

01/31/09: The Sheriff’s Office received a $25,000.00 grant from the office of

substance abuse to target underage drinking.

01/31/09: Civil division handled 180 papers of civil process.

12/07/08: Chief Deputy St Louis and Sergeant Tabbutt escorted “Wreath Across America” to Bangor.

12/10/08: “Cop’s For Kid’s” program was a great success. The Washington County Sheriff’s Office received over 300 stuffed toys, thanks to many gracious citizens and business’s who contributed stuffed toys to kid’s in Cambodia and Washington County.
12/31/08: Civil Division handled 184 paper of civil process.
12/31/08: 10 Protection Orders.

12/31/08: Average inmate count for month of December 51.

The Sheriff’s Patrol handled 412 Calls for Service from December 1, 2008 through January 1, 2009.

The Calls for Service are broken out into incident type in the attached Call Type PDF file.

The Sheriff’s Office conducted (12) twelve Sex Offender Registrations (SOR) in the month of December 2008. I once again must point out this requirement placed on the Patrol Division is strapping our patrol resources and diverting time away from criminal investigations. In the year 2009 I am hoping to re-assign these SOR’s investigations and free up the Patrol Deputies time.

The Sheriffs Office Patrol Holiday OUI/Seatbelt grant operation is complete and was a very successful operation. I am very proud of the numbers coming out of the operation and believe the Sheriff’s Office reduced the number of motor vehicle accident and deaths as a result of OUI arrests made. I must commend the Patrol Division for the success of the operation.

I look forward to the many challenges facing the Sheriff’s Office in the up coming year.

11/09/08: Sgt Mike Crabtree and Sgt Travis Willey were promoted to rank of Lieutenant.

Lieutenant Grabtree will continue to be assigned to the Maine Drug Enforcement Agency and supervise the Washington/Hancock County Drug Task Force.

Lieutenant Willey will be supervising the Patrol Division of the Washington County Sheriff's Office.

11/30/08: Deputy Tim Tabbutt was promoted to rank of sergeant in patrol division.

11/30/08: Average inmate count for the month of November, 56.

11/30/08: The Civil Division handled 185 papers of civil process.

11/30/08: 18 Protection Orders were served in the month of November.

11/30/08: The Sheriff’s Patrol handled 402 Calls for Service from November 1, 2008 through December 1, 2008.

The Calls for Service are broken out into incident type in the attached Call Type PDF file.

The Sheriff’s Office conducted (6) six Sex Offender Registrations (SOR) in the month of November 2008. I once again must point out this requirement placed on the Patrol Division is strapping our patrol resources and diverting time away from criminal investigations.

Three Sex Offenders were charged with failure to report.

The Sheriffs Office Patrol Holiday OUI/Seatbelt grant operation is in full swing and has proven once again to be setting the standard for the rest of the State. The scheduling of these details will continue right through the New Year.
