August Monthly Report

08/03/10: The Town of Lubec voted at their annual town meeting to maintain their two deputy patrol. This would be 86 hours of coverage.

08/31/10: Average inmate count for the month of August was 51.

08/31/10: 219 papers of civil process was handled by the Civil Process Division.

08/31/10: Three Sex Offender were registered in the month of August.

08/31/10: The Sheriff’s Patrol Division experienced a very busy month handling 379 Calls for Service from August 1, 2010 through August 31, 2010.

It was a busy August with the staffing shortage in the Sheriff's Patrol Division. I would like the citizens of Washington County to know how very proud I am of all the hard work and effort put forward during the time of manpower shortage. We could not have done it with out the dedication and team work of all the Patrol Deputies. The citizen of Washington County should be extremely honored to have a dedicated group of deputies serving them.

I have completed interviews for the recent vacancies and will be presenting the candidates to you as soon as the background checks have been completed.

We are currently in the budget process with the Washington County Budget Committee. I would like to point out any cut to the Patrol Division Budget would effect the services provided to the citizens of Washington County.

July Monthly Report

07/31/10: The Civil Process Division 232 papers of Civil Process.

07/31/10: 7 Sex Offenders were registered in the Month Of July.

07/31/10: Average inmate count for the Month of July 45.

07/31/10: Deputy Shawn Donahue resigned his postion as patrol deputy to assme the position of Chief of Police in town of Baileyvile.
Deputy Donahue was a great asset to the Sheriff's Office and he will be missed.


07/31/10:The Washington County Sheriff's Patrol Division handled 428 Calls for Service in the month of July. The calls for Service are broken out below.

I would also like to bring to your attention and the citizens of this county the current staffing situation for the Sheriff's Patrol. With the retirement of a deputy sheriff and the resignation of two other deputy sheriff's to take advancement. The current level of staffing in Patrol is at a critical level. The Sheriff's Patrol is sending another deputy sheriff to the mandated training at the Maine Criminal Justice Academy for eighteen weeks. This will bring staffing levels below my recommendations. I am very confident the Patrol Division will be able to sustain the protection of the citizens of the county. If staffing continues to stay low we will face a burnout with the current levels. I am currently working on recruiting and retention for Patrol.

06/19/10: Sheriff Smith and K-9 Ginger held a K-9 demo for Family Weekend at UMM.

06/24/10: The Washington County Board Of Visitors held their monthly meeting.

06/29/10: Cpl April Fuller was Meritorious Promoted to the Rank Of Sergeant in the Corrections Division.

May Monthly Report

05/13/10: The Annual Meeting of the Board of Visitors was held. Members of the board were re-appointed. Liz Mercer, Betsy Jaegerman and Bob Gross.


05/11/10: Garrett McLean and Leslie Look completed,(Basic Correction School) at the Maine Criminal Justice Academy.


05/14/10: Chief Deputy Mike St Louis completed a 40 hour course in (Advanced Public Safety Information Officer) This training was put on and paid for by the Department of Homeland Security.


05/28/10: Deputy John Preston has resigned to take a position with the Eastport Police Department. We wish John the best of luck, he will be missed.


05/31/10: Average inmate count for the month of May, 57.


05/31/10: 195 papers of civil process was handled in the month of May.


05/31/10: The Sheriff's Office registered 4 sex offenders the month of May.

April Monthly Report

04/07/10: The Washington County Sheriff's Office and the Next Step Domestic Violence Project signed an (Information Sharing Agreement).

04/23/10: Deputy Shawn Donahue completed (Accident Reconstruction School)

04/27/10: Sergeant John Fuller retired from the Washington County Sheriff's Office after many years of service.


04/30/10: Civil Process Division handled 167 papers of civil process.

04/31/10: Average inmate count for the month of April was 42.


The Sheriff’s Patrol handled 331 Calls for Service from April 1, 2010 through
April 30, 2010.

I am please to inform you the Washington County Sheriff's Office, Patrol Division was awarded overtime monies from the State of Maine, Department of Public Safety, Bureau of Highway Safety. The monies are under the Bureau of Highway Safety, 2010 combined High Visibility Enforcement Campaign project. The money is for overtime wages from May 24, 2010 until September 6, 2010. The money is for overtime cost in the enforcement of Operating Under the Influence (OUI), Speed enforcement and Safety Belt Enforcement throughout the County of Washington. The Patrol Division will be conducting extra patrols and road safety check points in the enforcement of this campaign project.

Leiutenant Zidalis will be in charge of the Washington County Sheriff's Office Home Release Program.


03/11/10; Cpl Karina Richardson was promoted to the rank of Sergeant.

Sergeant Richardson will be assisting Leituenant Zidalis in the Home Release Program.


03/19/10: Chief Deputy Mike St Louis has completed a 40 hour course in, (All-Hazards Public Information Officer).

This training was funded by the Department Of Homeland Security.

02/05/10: Chief Deputy Mike St Louis received the Manager Of The Year Award at the Maine Sheriff's and Chief's of Police Conference in Portland.

02/10/10: Deputy Scott Francis was put on paid administrative leave after being served a Temporary Order of Protection on behalf of his estranged wife.

02/11/10: County Commissioners over turned the decision to terminate Crystal Colson.

02/18/10: Deputy Scott Francis deputy's commission was revoked for conduct unbecoming a Washington County Deputy Sheriff.

02/26/10: County Commissioners voted to up hold the Sheriff's recommendation to terminate Scott Francis as an employee with the Washington County Sheriff's Office and the County Of Washington.

02/28/10: Civil Process Division handled 222 papers of civil process.

02/28/10: Average inmate count for the month of February was 44.

02/28/10:The Sheriff’s Patrol handled 298 Calls for Service from February 1, 2010 through February 28, 2010.
