February Monthly Report
Subject: February 2010 Monthly Report
02/05/10: Chief Deputy Mike St Louis received the Manager Of The Year Award at the Maine Sheriff's and Chief's of Police Conference in Portland.
02/10/10: Deputy Scott Francis was put on paid administrative leave after being served a Temporary Order of Protection on behalf of his estranged wife.
02/11/10: County Commissioners over turned the decision to terminate Crystal Colson.
02/18/10: Deputy Scott Francis deputy's commission was revoked for conduct unbecoming a Washington County Deputy Sheriff.
02/26/10: County Commissioners voted to up hold the Sheriff's recommendation to terminate Scott Francis as an employee with the Washington County Sheriff's Office and the County Of Washington.
02/28/10: Civil Process Division handled 222 papers of civil process.
02/28/10: Average inmate count for the month of February was 44.
02/28/10:The Sheriff’s Patrol handled 298 Calls for Service from February 1, 2010 through February 28, 2010.
The Sheriff’s Office conducted (12) twelve Sex Offender Registrations (SOR)in the month of February 2010.

January Monthly Report
01/07/10: David Norman of Baileyville received the Citizen Of The Year Award from the Sheriff's Office.
01/31/10: 221 papers of Civil Process was handled by the Civil Process Division.
01/31/10: Average inmate count for the month of January was 50.
The Sheriff’s Patrol handled 289 Calls for Service from January 1, 2010 through January 31, 2010.
The Calls for Service are broken out into incident type in the attached Call Type PDF file.
The Sheriff’s Office conducted (13) thirteen Sex Offender Registrations (SOR) in the month of January 1010. I once again must point out this requirement placed on the Patrol Division is strapping our patrol resources and diverting time away from criminal investigations.

November Monthly Report
11/30/09: Deputy Chamber and K-9 Liberty completed their training and passed their tracking/trailing certification test.
11/30/09: Sheriff Smith and K-9 Ginger re-certified in tracking and trailing.
11/30/09: Civil Process Division handled 193 papers of Civil Process.
11/30/09: Average inmate count for the month of November, 54.
11/30/09: The Sheriff’s Patrol handled 296 Calls for Service from November 1, 2009 through November 30, 2009.

The Sheriff's Office Patrol Division has been involved in and very successful at the Seatbelt and Speed Enforcement program over the last month. The monies for overtime are provided by the State of Maine, Department of Public Safety, Bureau of Highway Safety, High Visibility Enforcement Program.
The Sheriff’s Office conducted (11) eleven Sex Offender Registrations (SOR) in the month of January 2009. I once again must point out this requirement placed on the Patrol Division is strapping our patrol resources and diverting time away from criminal investigations.

October Monthly Report
10/31/09: Average inmate count for the month of October, 41.
10/31/09: The Civil Process Division handled 210 paper of civil Process.10/31/09: 21 Protection Order were served by the Sheriff's Patrol
10/31/09: The Sheriff's Office registered 10 Sex Offenders in the month of October.
10/31/09: The Sheriff’s Patrol handled 337 Calls for Service from October 1, 2009 through October 31, 2009.
The Calls for Service are broken out into incident type in the attached Call Type PDF file.
The 2008 Uniform Crime Reporting (UCR) statistics are out and I am very pleased the Washington County Sheriff's Office has the highest clearance rate of any Sheriff's Office in the State of Maine.
Clearance rates are a representation of the number of crimes reported and solved by an law enforcement agency.
This comes after three years of budget cuts in the Sheriffs Office Patrol budget.
I am very proud of the Patrol Deputies in these trying economic times for reaching this achievement with dwindling resources.
I would also like to recognize the Correction Division for maintaining a safe facility while operating at or over jail capacity.

09/03/09: Les Look was hired as a full time Correction Officer.
09/09/09: Sheriff Smith and Chief Deputy Mike St .Louis met with members of the Maine Warden Service to discuss operation and cooperation between the two agencies.
09/11/09: Sheriff Smith held a bike safety course at Bay Ridge Elementary School.
09/15/09: The Sheriff's Office has received $2,500 for a Safe Driving Award.
09/17/09: Sheriff Smith met with his Board of Visitors. Also in attendance was State Representative David Burns of Whiting
09/21/09: Sheriff Smith held a safety class and K-9 Demo for the Lubec Elementary School Pre-K and 1st Grade.
09/30/09: 171 Papers of Civil Process were handled by the Civil Division. Also 13 Sex Offenders were registered, with one arrested for non- compliance.

August Monthly Report
08/20/09: Sheriff meet with his Board of Visitors.
08/26/09: Keith York resigned as a full time deputy. Keith will however stay on as a reserve deputy.
08/26/09: Sheriff Smith and Representative Dave Burns met with Department of Corrections Commissioner Marty Magnusson to discuss future jail and prison plans.
08/28/09: Sam Smith was terminated as a Corrections Officer by the Washington County Sheriff's Office for failure to report to work.
08/28/09: Melina Church was terminated as a Corrections Officer by the Washington County Sheriff's Office for Conduct Unbecoming a Corrections Officer.
08/31/09: The Civil Process division handled 210 papers of civil process.
08/31/09: 32 protection orders were handled by the Sheriff's Office
08/31/09: Average inmate count for the month of August, 43.
