June 2009 Monthly Report

06/01/09: Sheriff Smith spoke @ the Senior Citizen Center in Eastport about scams.

06/04/09: Sheriff Smith did a bike safety class @ Bay Ridge Elm. School

06/08/09: Michael Lehman has resigned his position as a Correction Officer with the Washington County Sheriff's Office.

06/10/09: Belin Sonthonax, Jr has resigned his position as a Correction Office with the Washington County Sheriff's Office.

06/15/09: Due to the hard work of Corporal Karina Richardson and Deputy Dennis Perry the Sex Offender Registry is current. This mean that all sex offenders is Washington County are compliant. Great job by both.

06/30/09: Civil Process Division handled 225 papers of civil process in month of June.

Also thanks to had work of Karin Richardson we have cleared 32 Civil Orders Of Arrest.

06/30/09: 11 Protection Orders were served in the month of June.

06/30/09: Average inmate count for the month of June was 39. The Sheriff’s Patrol handled 424 Calls for Service from June 1, 2009 through June 30, 2009.

The Sheriff’s Office conducted (7) seven Sex Offender Registrations (SOR) in the month of June, 2009.

Deputy Thomas Chambers attended CAMP P.O.S.T.C.A.R.D as a mentor for one week. Camp P.O.S.T.C.A.R.D. for ten years has been a cooperative effort between the Maine Sheriffs' Association, the Volunteers of America, and the Maine D.A.R.E. Officers Association has provided an innovative program for Maine youth. Focused on tobacco, alcohol, drug, and crime prevention, Camp P.O.S.T.C.A.R.D. is designed to benefit some of Maine's most deserving 5th and 6th graders. Camp P.O.S.T.C.A.R.D. (Police Officers Striving To Create And Reinforce Dreams) provides kids with direct involvement and mentoring with a variety of law enforcement and criminal justice professionals.

This popular and successful program has proven to be an important opportunity to build strong relationships and valuable life skills that serve our campers, their families, and their communities. The primary goals of Camp P.O.S.T.C.A.R.D. are to establish positive bonds between the children and law enforcement and criminal justice professionals, and to use that relationship to help reduce crime and the use of tobacco, alcohol, and drugs. Another important goal is to help empower children to take more control of and responsibility for their own decisions, actions, and ultimately their future. The program also increases awareness for schools, parents, and communities about the issues that are important to children.

The Sheriff's Patrol also has conducted numerous O.U.I., Speed enforcement patrols through the month of June with great success.

Lieutenant Travis Willey and Deputy Richard Rolfe completed SWAT 1 training at Kennebec County Sheriff's Office. Both Lieutenant Travis Willey and Deputy Richard Rolfe are Firearms Instructors for the agency and this training will be of a great asset to the Sheriff's Office Patrol Division.

May 2009 Monthly Report

05/04/2009: The Washington County Sheriff's Office will no longer be providing Court Security as of July 1st 2009. This is do to the failure of Local Union 340 to allow Patrol Deputies to be assigned to Court Security.

Also the Judicial Branch of the State Of Maine Cannot provide adequate funding.

05/07/09: Deputy Ralph Pineo will be assigned to the Maine Drug Enforcement Agency as of May 10th 2009.

This will make a total of three deputy's assigned to the Maine Drug Enforcement Agency from the Washington County Sheriff's Office.

05/07/09: Kieth York was hired as a full time deputy to replace Deputy Ralph Pineo.

Deputy York will be assigned to Western Area of County.

05/31/09: Average inmate count for the month of May, 35.

05/31/09: 23 Protection Order were handled by the Sheriff's Office.

05/31/09: 137 papers of Civil Process were served by the Civil Division
The Sheriff’s Patrol handled 394 Calls for Service from May 1, 2009 through May 31, 2009.

The Sheriff’s Office conducted (6) six Sex Offender Registrations (SOR) in the month of May, 2009.

The Sheriff's Office Patrol Division has been involved in and very successful at the Seatbelt and Speed Enforcement program over the last month. The monies for overtime are provided by the State of Maine, Department of Public Safety, Bureau of Highway Safety, High Visibility Enforcement Program.

The Patrol Division also has been utilizing the money provided by Washington County One Community and the CDC/Office of Substance Abuse for enforcement of underage parties.

Burglaries Solved/Arrests

Washington County Sheriff Donnie Smith reported today that the Washington County Sheriff's Office has been investigating complaints of Burglary and theft between Machias and Lubec over the past couple of months. In the recent weeks Sheriff's Deputies received information that was vital in cracking these cases wide open. A total of 8 individual burglaries and thefts were solved.

During the late hours of 2-26-2009 the Giant Panda Restaurant on Rte 1 in East Machias was forcibly entered. Burglars fled the scene with an undisclosed amount of money and other property.


During the early morning hours of 3-23-2009 Uncle Kippy's Restaurant on Route 189 in Lubec, Murphy's Restaurant, The American Legion Lubec Post, and Rahilly's Redemption Center were burglarized. All of the businesses were forcibly entered and 3 of the 4 businesses suffered significant losses..




During the late hours of 4-7-09 Sheer Perfection and Designs By Aaron in Machias was forcibly entered. Several thousand dollars worth of jewelry and an undisclosed amount of money were stolen.


On 04-20-2009 and 04-26-2009 the same residence in Machias was broken into during the daylight hours. As a result of this daytime breaks an undisclosed amount of money and other items were stolen. This residence was cased and entered when the owner was away at work.


On 5-27-09 Adrian Simmons age 23 of Machias was arrested for Burglary. On 5-29-09 Priscilla Tenney age 26 of Machias and Walter Heathcote age 20 of Biddeford were arrested for Burglary.

On 5-29-09 Kristopher Preston age 22 of Roque Bluffs was charged with Burglary. Sheriff Smith expects that other arrests are anticipated in the next several days.


Walter Heathcote and Adrian Simmons were arrested for the burglary and theft at the Giant Panda in East Machias on 2-26-09. Walter Heathcote and Priscilla Tenney were arrested for the residential burglary and theft in Machias on 4-20-09. Walter Heathcote was soley responsible for the residential burglary and theft in Machias on 4-26-09. Walter Heathcote, Kristopher Preston, and other persons were responsible for the 4 burglary and thefts in Lubec on 3-23-09. Walter Heathcote was solely responsible for the burglary and theft at Sheer Perfection in Machias on 4-7-09. The names of the other co-defendants are not being released at this time.


The Washington County Sheriff's Office, Troopers from the Maine State Police, and the Machias Police Department worked hand in hand to solve these cases. Several days and hundreds of man hours went into solving these cases.

April 2009 Monthly Report

04/17/09: Deputy Dennis Perry has transferred from Court Security to Dispatch.

04/18/09: Sgt Mary Zadalis received the Deputy of the Year Award from American legion Post 8 in Cherryfield.

04/30/09: The Civil Division handled 182 papers of civil process.

04/30/09: Average inmate count for the month of April, 36.

04/30/09: 20 Protection Orders were served in month of April.

The Sheriff’s Patrol handled 335 Calls for Service from April 1, 2009 through May 1, 2009.

The Sheriff’s Office conducted (5) five Sex Offender Registrations (SOR) in the month of April, 2009.

The Sheriffs Office Patrol Division applied for and received (3) three very important Traffic Safety Grants from the State of Maine, Department of Public Safety, Bureau of Highway Safety.

The first of the grants is a Operating Under the Influence (OUI), High Visibility (HV) grant for enforcement throughout the spring and summer of this year for all of Washington County. All money provided for this grant is for extra OUI, HV enforcement in overtime.

The second grant is for traffic safety, SPEED enforcement throughout the summer months in all of Washington County. All money for this grant is also for extra SPEED enforcement in overtime.

The third grant is for traffic safety, Seat Belt (SB) enforcement. All money for this grant is also for extra patrol county wide for SB enforcement in overtime.

The Sheriffs Office Patrol also applied for and received (2) very important equipment grants from the State of Maine, Department of Public Safety, Bureau of Highway Safety.

The first of these grants is (6) six new Panasonic, CF-30, Toughbook computer for instillation in the Sheriffs Patrol Vehicles for traffic safety enforcement and CRASH reporting.

The second of the equipment grant is for (4) four new Radar units for SPEED enforcement.

The Sheriffs Patrol Division is preparing for and looking forward to a very productive summer providing a safe and secure environment for all who live and visit Washington County, Maine.

March 2009 Monthly report

The Sheriff’s Patrol handled 343 Calls for Service from March 1, 2009 through April 1, 2009.

The Sheriff’s Office conducted (9) nine Sex Offender Registrations (SOR) in the month of March, 2009.

A School Violence Seminar sponsored by the Washington County, Emergency Management Agency was conducted at the University of Maine, Machias on March 25, 2009 with a very large turnout of area local services providers. I have received many comments from local school staff on the quality of the presentation.

Civil Process Division handled 184 papers of civil process.

27 Protection Orders were handled by the Sheriff’s Office and Maine State Police.

It is with much regret and sadness that I report the passing of Retired Lieutenant Barton (Barney) Armstrong.

Lt. Armstrong served the Washington County Sheriff’s Office for twenty five (25) years serving five (5) sheriffs.

He served in every capacity at the Washington County sheriff’s office, including correction, patrol, dispatch, court security and as Chief Deputy under Sheriff Reid Moholland.

I trained under Barney when I started with the sheriff’s office in 1979.

Lt. Armstrong served the citizens of this county with pride and dignity. Asking only to wear the badge with honor and giving all he had to the people of this county that he loved so much.

Barney will be surly missed.
