WEEKLY REPORT 02/08/2013 TO 02/14/2013

ITEMS OF INTEREST:

02/08/2013:
Sgt. Tim Tabbutt responded to a call regarding theft of money from a bank account through a debit card purchase. The bank was contacted, and the victim’s account was closed and the money refunded. The items fraudulently purchased included concert tickets, which would be invalid when the ticketholder attempted to use them. Because the theft occurred outside the state, the victim was directed to the Attorney General’s Office for Identity Theft.

Sgt. Tim Tabbutt, with assistance from Deputy Dennis Perry, responded to a report from Hancock County Deputy Shane Campbell of a vehicle fire on Route 9. The owner, a Washington County resident, was contacted. No injuries were reported.

Deputy John Peterson responded to a single-vehicle accident on Route 1 in Whiting. No injuries were reported and the site was cleared without incident.

02/10/2013:
A report of break-in at a commercial property in Jonesboro was investigated by Sgt. Tim Tabbutt. Upon speaking to the employee who called in the complaint, it was determined that nothing had been taken from the site. Sgt. Tabbutt advised the employee regarding additional security for the facility.

02/11/2013:
Sgt. Tim Tabbutt investigated a single-vehicle accident on Route 192. The driver, who arrived at the DECH Emergency Room to be evaluated for injuries, was found to have a suspended license and to be in possible violation of probation. Investigation was turned over to the probation officer. The passenger of the vehicle was not injured.

Lt. Travis Willey responded to a single-vehicle accident on Route 1 in Whiting. The vehicle struck a guard rail, but no injuries were reported.

02/12/2013:
Deputy Ryan Allen responded to a single-vehicle accident on Route 1 in Jonesboro. Icy roads and slush contributed to crash conditions. Deputy Allen suggested the driver seek treatment for possible injury.

2 Subjects Arrested on East Side Road in Addison

On February 20, 2013, deputies from the Washington County Sheriff’s Office arrested 2 subjects on the East Side Road in Addison. As a result Heroin, Marijuana and cash were also seized.

Deputies went to the Mark Stoddard residence on the East Side road to conduct a probation check on Mr. Stoddard after receiving several public complaints about drug activity. Upon arriving at the residence deputies discovered two other male subjects present at the residence. The two male subjects were identified as Clayton May, 41, of Addison and Byron Carver, 33, of Jonesport.

Further investigation found that Mr. Carver was in possession of heroin and he was taken into custody. Deputies also found several dosage units or “bags” of heroin packaged ready for sale. Mr. May was then taken into custody for Trafficking of Heroin. Mr. Stoddard was found not to be directly involved with the drug operation at this time. The investigation remains ongoing.

As a result of this investigation Deputies seized approximately $11,000 in Heroin, a small amount of Marijuana and approximately $400 in cash. The Washington County Sheriff's Office K-9 Stryker was utilized in locating the Heroin and Marijuana. The Maine Drug Enforcement Agency assisted at the scene. Both subjects were taken to the Washington County Jail where bail was set on both subjects. Mr. Carver was bailed from the jail after posting $1000 cash. Substance conditions, contact conditions, as well as standard conditions were also set as bail. Mr. May had bail set at $25,000. However, he remains at the Washington County Jail at this time.

The Washington County Sheriff’s Office has responded to a series of requests for service of similar natures over the past few weeks. These requests have included phone and internet scams, roadway accidents, and property alarms.
Unfortunately, we have seen a rise in the number of questions and complaints regarding internet or phone scams. We would like to remind everyone to use caution when receiving requests for personal information, even if the request appears to come from a trusted source, such as your bank or credit card company. All such organizations have customer support telephone numbers available. We urge citizens to call and check the validity of any request for personal information before providing it to a caller.
With the storm over the past week and fluctuating temperatures, road conditions have been poor at times. While the MDOT and local road crews have been great about responding with salt and sand as quickly as possible, we still have experienced a number of calls for single-vehicle accidents and cars off the road. Because black ice can occur even when air temperatures are above freezing, we would like to remind all motorists to use caution at all times. Additionally, a winter emergency kit is an important addition to every vehicle. Kits should include first aid items, as well as blankets and flashlights.
We have also experienced a rise in the number of property alarms in the past month or so. Fortunately, many of these alarms have been false alarms. Cold and wet conditions can cause alarms to register a false trespass. These conditions, however, can also cause an alarm to fail to work in a real trespass situation. Property owners are encouraged, as much as possible, to keep alarm equipment warm and dry. Removing ice and snow build-up from alarm equipment, entry doors, and windows helps ensure that alarms will work properly when needed.

Declaration on my stance on Gun Control

Declaration


The elected Sheriff is recognized throughout the United States as the chief local law Enforcement officer and is directly accountable to the people through the electoral process.

All sheriffs take an oath of office to enforce and defend the United States Constitution and state constitution and laws.

And a primary mission of sheriffs is to ensure public safety;

Gun safety is vitally important to our nation’s public health and safety.

And the cause of violence, including gun violence, must be addressed on many fronts, including improved mental health treatment, media violence, drugs, gangs and the breakdown of the
family.

I believe in strengthening laws that prevent or reduce the access of legally prohibited persons to firearms and vigorous enforcement of existing laws;

And I as your sheriff represent the interests of all.

I am sworn to support and defend the United States Constitution.

As sheriff I strongly support our citizens’ protected right to bear arms under the Second Amendment and I do not support any laws that deprives any citizen of the rights provided under the Constitution and Bill of Rights.

And the doctrine of judicial review grants to the United States Supreme Court and the lower courts the power to determine the constitutionality of any law, and sheriffs do not possess the legal authority to interpret the constitutionality of any law.

NOW, THEREFORE, BE IT RESOLVED, I Sheriff Donnie Smith supports the rights conferred by the Second Amendment and further recognizes the ultimate authority of the courts in interpreting the scope of those constitutional rights.

WEEKLY REPORT 02/01/13 TO 02/07/2013

ITEMS OF INTEREST:

During the past week, several officers have responded to requests for well-being checks around the county. The Sheriff’s Office would like to remind people to keep an eye on elderly and house-bound neighbors and relatives during the cold winter months and during power outages.

02/01/2013:
Cpl. Brandon Parker responded to an entry alarm for a commercial property in Jonesport. It was discovered to have been an employee entry. Premises were otherwise found to be safe.

02/02/2013:
A caller reported that the door of his tool shed on Garnet Head Road in Pembroke had been torn off. Sgt. Rich Rolfe responded to the call and began an investigation.
Sgt. Rich Rolfe responded to a report of a stolen chainsaw from a logging site in Cooper. Investigation is pending depending on further information about the saw from the owner.
Sgt. Rich Rolfe was assisted by Officer Ryan Murray of the Pleasant Point Police Department in response to a call from a Pembroke resident reporting a possible criminal trespass at her residence. Investigation revealed that the parties involved were members of the same family. There was concern by some that an elderly family member was living in unsafe conditions. An investigation into the house revealed suitable living conditions. No further action was taken.
Lt. Travis Willey responded to an argument at a residence in Milbridge. Milbridge Police Officer Dennis Worcester assisted with the call. The parties were separated for the night.

02/03/2013:
Lt. Travis Willey responded to a single vehicle accident on Route 187 in Addison. No one was hurt and the vehicle was towed from the scene.

02/05/2013:
Cpl. Ralph Pineo responded to a report of theft of cash on the Palmer Landing road in East Machias. Investigation is on-going.

02/06/2013:
Deputy Ryan Allen responded to a report of an accident on the Jacksonville Road in East Machias where a vehicle had struck a deer. No one was hurt. The Sheriff’s Office has attended a number of accidents of the past few weeks involving deer and reminds drivers to be careful, particularly at night when the deer are the most active.

02/07/2013:
Sheriff Donnie Smith was appointed to the Domestic Violence Committee of the National Sheriff’s Association Alexandra Virginia.

WEEKLY REPORT WASHINGTON COUNTY SHERIFF'S OFFICE 01/28/13 TO 01/31/13

1/25/13:
Cpl. Parker responded to a call regarding a possible unwelcome visitor to a Milbridge apartment while the tenant was not at home. Cpl. Parker found the visitor in the apartment and asked him to leave, which he did without incident.

Sgt. Rolfe responded to a possible assault and threatening in Lubec. When Sgt. Rolfe arrived, one of the parties involved had already left the scene. No charges were brought against either party.

Cpl. Parker responded to an accident on Route 1 in East Machias where he found a car on its roof near a broken utility pole. The responding EMTs found the driver to be uninjured, so Cpl. Parker performed sobriety tests and administered a intoxilyzer test. The driver was taken to jail and summonsed for operating under the influence.

1/26/13:
Sgt. Rolfe responded to a call regarding a possible stolen vehicle in Columbia Falls. The woman had given her ex-husband permission to use the vehicle, but he had not brought it back. Sgt. Rolfe advised the caller that, since she had given permission, it was a civil matter. Sgt. Rolfe followed through until the vehicle was found.

Sgt. Rolfe and Cpl. Parker responded to a call regarding a possible domestic violence assault in Addison. When they arrived, both parties were cooperative. They were separated for the evening.

1/27/13:
Sgt. Rolfe responded to a complaint for a protection order violation from a Dennysville woman. The defendant, whom the protection order was filed against, was suspected to be at his home in Calais. With assistance from Cpl. Parker and Calais Police Department Sgt. Fitzsimmons and Officer Fenderson, Rolfe went to the defendant’s residence and arrested him. While there, the officers also arrested a third party found in the apartment who had outstanding warrants against him.

Sgt. Perry, Lt. Willey, and Deputy Perry responded to a report of a two vehicle accident in Jonesport. The driver of the vehicle which struck the other was pronounced dead on the scene. The driver of the other vehicle had minor injuries.

January 2013 Monthly Report

01/17/13: Sgt Karina Richardson was terminated as Jail Clerk from Washington County Sheriff’s Office.

01/18/13: Capt. Robert Gross resigned his position as Jail Administrator for Washington County Sheriff’s Office.

01/24/13: Baileyville Police Chief Shawn Donahue was appointed Chief Deputy of the Washington County Sheriff’s Office by Sheriff Donnie Smith.

01/31/13: Corporal Neal Sawick has completed Twenty Five Years of Service with the Washington County Sheriff’s Office Correction Division. Corporal Sawick is an outstanding and committed employee. Thank You Neal.

01/31/13: Average inmate count for the month of January, 38.

01/31/13: The civil process division handled 143 papers of civil process in the month of January.

01/31/13: The patrol division handled 225 calls for service in the month of January.
